Self-education is the basis of education”. Further chapters consider the problem of taking into account the specificity of pedagogical specialties and the formation of a creative higher education institution as the basis for the development of modern higher education in the Republic of Belarus, when educational standards are developed for the university, and not vice versa.
Providing higher education is an important link in the system of development and strengthening of the health of the population of the Republic of Belarus. It should also contribute to the formation of cultural and healthy lifestyle skills and arouse in students an interest and sympathy for people who need these skills. Thus, since January 1, 2009 monetary assessment of the quality of education has been abolished in the Republic of Belarus.
Accessibility of higher education is dictated by its universality, its ability to meet the most diverse demands of society. With the reform of higher education more young people now have the opportunity to receive a full higher education. The lag in this process of higher education system from the needs of society and the state occurred due to the reasons beyond the control of higher education itself. A study of the consequences of the ongoing reforms of higher education has shown that there is a non-systemic and contradictory approach to the issues of making higher education accessible in the country, and as a result there is a tendency of its reduction.

The proposed book provides a comparative analysis of the leading Russian and foreign authors’ theories and methodologies of quality training of higher education personnel. The problems arising in the attempts to systematize the process of training of scientific personnel are considered.
